He was born on 3 January 1954 in Zagreb, Croatia. He graduated from the Faculty of Law University of Zagreb and took his bar exam.
In 1978 he was employed at the Croatian Pension Insurance Fund as a head of department for the international agreements.
In 1997 he joined the Competition Agency (CCA). As the deputy director of the CCA he performed activities related to the establishing of the CCA. In 2003, following the appointment of the Competition Council, he was first an independent advisor to the president of the Council, then the director of the Antitrust and M&A Division. Since April 2005 he is a member of the Competition Council. He is the only employee who has been continuously employed in the CCA since its establishment.
He is an expert with the longest work experience in the area of competition law and policy in Croatia. He specialized in the control of concentrations and abuse of dominance.
The participation in about sixty international seminars and conferences on competition, state aid and consumer protection organized by U.S Federal Trade Commission, U.S. Department of Justice - Antitrust Division, Office of Fair Trading, World Bank, Autoritâ garante della concorenzza e del mercato, Bundeskartellamt, University St. Gallen, OECD, European Commission - DG Comp, EIPA etc. contributed to his professional expertise.
He drafted the Regulation on notification and assessment of concentrations, Regulation on the definition of relevant market, CCA's Guide for the assessment procedure of concentrations, CCA's Guide for the assessment procedure of concentrations in the electronic media market and CCA's Guide for the assessment procedure of horizontal concentrations.
He is a member of the negotiating team for the accession of the Republic of Croatia to the EU (Chapter 8. Competition Policy). He has been a member of numerous working groups, such as FIAS Study in 2002, the new Competition Act in 2003, National anti-corruption Strategy in 2004 etc.
He is the author of the first Croatian Glossary of competition law and policy, (TEB, Zagreb, 2004). He has also published a number of papers in the area concerned.
He held papers in many seminars and lectures on the Faculty of Law in Zagreb, Osijek and Split; Faculty of Economy in Zagreb and Osijek, Zagreb School of Economics and Management, Croatian Chamber of Commerce etc.
He is an examiner in the part of the state exam covering the area of competition and state aid law.
He speaks English and German.
He is married.
He is a member of no political party.
