Olgica Spevec, B. Sc. Econ.
President of the Competition Council
She was born on 13 February 1956 in Sisak, Croatia.
From 2000 to October 2003, when she was appointed the President of the Competition Council she was an assistant to the minister of the economy in charge of trade policy and foreign economic relations. The most part of her activities was related to the accession of the Republic of Croatia to international economic organizations and European integrations, whereby she was the Croatian negotiating team leader at the conclusion of the free trade agreement between Croatia and the Czech Republic, Slovak Republic, Bulgaria, Hungary, Bosnia and Herzegovina, Lithuania, Albania, Federal Republic of Yugoslavia and the member states of EFTA. She also directed the activities concerning the negotiations and
membership of the Republic of Croatia in CEFTA.
She was delegated the assistant to the Main Negotiator at the conclusion of the Stabilization and Association Agreement (SAA) between the Republic of Croatia and the European Community, and after the Interim agreement on trade and trade-related matters between the European Community and the Republic of Croatia came into force, she was appointed the acting president of the Interim committee for monitoring the application and implementation of the Agreement, and at the same time the acting president of the Subcommittee on trade, steel, iron products, tariffs and taxes. She was also the main negotiator at the conclusion of the Textile agreement between the Republic of Croatia and the European Community, also the acting president of the joint committees with a number of countries, such as the Czech Republic, Slovenia, Switzerland, Austria, Poland, India, Cuba, China etc.
She also participated at proposing and establishing of the trade system of the Republic of Croatia, drafting and adopting of legal acts and bylaws such as the Customs Tariff Act, the Trade Act, the Investment Promotion Act, the Act on Free Zones, the Consumer Protection Act, the Competition Act etc., and managed the activities relating to the commitments undertaken by the Republic of Croatia and conducting negotiations within the World Trade Organization (WTO).
From 1993 to 2000 she was the head of the Department for trade policy and the Department for foreign trade system at the Ministry of the Economy, the member of the Croatian negotiating delegation for the membership of the Republic of Croatia in the World Trade Organization (WTO), the member of the negotiating delegation at the negotiations on concluding the Free trade agreement with Slovenia and Macedonia.
From 1981 to 1993 she was engaged with the Ministry of the Economy on the activities involving the drafting and implementation of the laws and other regulations covering the area of foreign trade as well as analytical research relating to trade, markets and prices.
She has published numerous articles and reviews dealing with home and foreign trade and economic policy, she collaborates on several projects of the Economic Institute and the Institute for international relations from Zagreb and is a visiting speaker at the Diplomatic academy at the Ministry of foreign affairs etc.
She is married, a mother of two children. She is a member of no political party.
