This overview does not constitute a formal sector inquiry but represents an initial competition-focused insight intended to support ongoing market monitoring, particularly in relation to public procurement of high-value construction works, where contracting authorities are frequently public bodies.<\/p>\n<p><strong>Purpose and Nature of the Overview<\/strong><\/p>\n<p>The Croatian Competition Agency conducted an overview of key indicators and publicly available information relating to the construction sector in the Republic of Croatia for the period 2024\u20132025. The aim was to obtain a better understanding of the situation in the sector and to identify areas where enhanced analytical monitoring may be warranted, especially in public procurement procedures.<\/p>\n<p>The overview is based predominantly on secondary, publicly available sources (Financial Agency InfoBIZ data and data from the Croatian Bureau of Statistics), complemented by an indicative examination of selected information from the Electronic Public Procurement Data Base (EOJN).<\/p>\n<p>It was not carried out as a formal sector inquiry and does not contain findings in individual cases. The observations are informative and serve as a basis for monitoring trends and potential competition risks in the sector.<\/p>\n<p><strong>Scope and Sources<\/strong><\/p>\n<p>The review covers activities within Section F \u2013 Construction (NKD 2025 classification) in the Republic of Croatia, used as the analytical framework for collecting and presenting indicators. Structural indicators were derived from InfoBIZ and Croatian Bureau of Statistics data.<\/p>\n<p><strong>Key Sector Indicators<\/strong><\/p>\n<p>In 2024, construction accounted for slightly less than 9% of total revenues in Croatia and employed approximately 12% of the national workforce. Growth in assets and revenues of undertakings slowed slightly compared with 2023.<\/p>\n<p>Regarding the structure of completed works in 2024:<\/p>\n<ul>\n<li>Non-residential buildings represented the largest single category by value (33.7%).<\/li>\n<li>The highest share of revenues was generated in infrastructure works (just over 41%), including:\n<ul>\n<li>Transport infrastructure (26.7%), and<\/li>\n<li>Pipelines, communications and energy networks (14.5%).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p><strong>Sector Structure by Revenue Distribution (Indicative)<\/strong><\/p>\n<p>The analysis examined 32 large undertakings (as defined under accounting rules). Collectively in 2024 they:<\/p>\n<ul>\n<li>Employed 7,307 workers (6% of construction employment),<\/li>\n<li>Held slightly more than EUR 2 billion in assets (12.1% of sector assets), and<\/li>\n<li>Generated EUR 2.55 billion in revenue (18.1% of sector revenue).<\/li>\n<\/ul>\n<p>Four entities primarily perform construction works for their own operational needs (notably in transport and rail infrastructure management &#8211; Hrvatske ceste d.o.o., Hrvatske autoceste d.o.o., BINA-Istra d.d. and Pru\u017ene gra\u0111evine d.o.o.). Publicly available registry data indicate significant state ownership links in several of these entities.<\/p>\n<p><strong>Concentration Indicators (Indicative Calculations)<\/strong><\/p>\n<p>For the sector as a whole (Section F \u2013 NKD 2025):<\/p>\n<ul>\n<li>HHI: 54<\/li>\n<li>CR5: 12.1%<\/li>\n<li>CR10: 17.7%<\/li>\n<\/ul>\n<p>These values suggest that overall sector revenues are dispersed across a large number of undertakings.<\/p>\n<p>Within the <strong>large undertakings segment<\/strong>:<\/p>\n<ul>\n<li>HHI: 517<\/li>\n<li>CR5: 39.7%<\/li>\n<li>CR10: 58.2%<\/li>\n<\/ul>\n<p>This indicates a somewhat higher degree of concentration among large firms, which are typically those participating as tenderers in high-value public procurement for major infrastructure projects. The dataset used does not include undertakings established outside Croatia that also operate domestically and participate in such tenders.<\/p>\n<p>For <strong>medium-sized undertakings<\/strong>:<\/p>\n<ul>\n<li>HHI: 69<\/li>\n<li>CR5: 8.6%<\/li>\n<li>CR10: 14.8%<\/li>\n<\/ul>\n<p>This confirms a fragmented structure in that segment.<\/p>\n<p>These indicators describe the observed structure only and do not prejudice market definition or competitive assessment in any individual case.<\/p>\n<p><strong>Related Activities and Vertical Integration (Informative)<\/strong><\/p>\n<p>In cement production, four undertakings (Nexe, Holcim, Calucem i Cemex Hrvatska. Tako\u0111er) operate five plants in Croatia. Most of these producers also operate concrete plants.<\/p>\n<p>Certain construction undertakings are vertically linked with complementary activities such as quarries, concrete production and asphalt plants. According to industry data, 56 asphalt plants were operational in Croatia as of December 2025.<\/p>\n<p><strong>Public Procurement and Comparative Practice \u2013 Rationale for Monitoring<\/strong><\/p>\n<p>A review of comparative practice among other national competition authorities shows a consistent focus on public procurement in construction as an area exposed to elevated cartel risk, particularly bid-rigging in large infrastructure projects.<\/p>\n<p>To better understand procurement implementation in construction works, the CCA conducted an indicative review of selected high-value infrastructure tenders published in EOJN. According to these data, both domestic and foreign-established undertakings appear as tenderers in such procedures.<\/p>\n<p>Since late 2022, the CCA has had functional access to EOJN data and documentation under a cooperation agreement with the Ministry of the Economy, enabling it to monitor patterns and market developments\u2014especially in public procurement.<\/p>\n<p><strong>Follow-up<\/strong><\/p>\n<p>The CCA will continue to monitor the construction sector and, where indications of infringements of competition law arise, will take appropriate action, with particular attention to detecting and preventing collusive practices in public procurement procedures.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Based on this overview and the analysis of basic and indicative structural indicators, it appears that a large number of undertakings operate on the market and that total revenues\u2014observed at the level of the sector as a whole as well as within the segments of large and medium-sized undertakings\u2014are distributed among many market participants.
