On 25 September 2026 the Croatian Parliament reappointed Mirta Kapural, PhD, as president of the Competition Council of the Croatian Competition Agency (CCA), following a proposal by the Government of the Republic of Croatia and a selection procedure conducted on the basis of a public call.<\/p>\n

Mirta Kapural, PhD, begins her second term as president of the Competition Council, having first been appointed to the position on 1 October 2021. Her reappointment provides continuity in the Council\u2019s work and recognises her extensive professional experience and expertise in competition law and policy.<\/p>\n

\u201cI am grateful for the trust placed in me and for my reappointment as president of the Competition Council. During my new term, we will continue our dedicated efforts to ensure the effective enforcement of competition rules, protect competition and maintain a level playing field for all market participants.<\/p>\n

\u201cParticular attention will continue to be given to detecting, establishing and sanctioning serious infringements of competition law that cause the greatest harm to the economy and consumers. We will also continue our efforts to combat unfair trading practices in the food supply chain, while ensuring the Agency\u2019s independent, professional and timely enforcement. Promoting knowledge in the areas within our remit and further strengthening cooperation with national institutions, as well as European and international competition authorities, will remain key priorities,\u201d said Mirta Kapural, PhD.<\/p>\n

Effective enforcement of competition rules, knowledge-sharing, cooperation with national and international stakeholders, and the development of new tools, supported by adequate resources, will remain central to the Agency\u2019s work.<\/p>\n

Mirta Kapural, PhD, has worked at the Croatian Competition Agency since 2004, holding a range of expert and managerial positions. She was appointed as a member of the Council in 2019. Prior to becoming president of the Council, she served as deputy head of the International and European Cooperation Department.<\/p>\n

Her professional career spans competition law at the national, European and international level. She participated in Croatia\u2019s negotiations for accession to the European Union and has worked closely with the European Commission, the competition authorities of EU Member States, the OECD and the International Competition Network (ICN). She also gained practical experience at the European Commission\u2019s Directorate-General for Competition (DG Competition) in Brussels.<\/p>\n

Mirta Kapural, PhD, has played an active role in the development of Croatia\u2019s competition-law framework. Among other responsibilities, she represented the Republic of Croatia in negotiations on Directive (EU) 2019\/1 on empowering the competition authorities of the Member States to be more effective enforcers and ensuring the proper functioning of the internal market. She also chaired working groups responsible for drafting the Act on Actions for Damages for Infringements of Competition Law and amendments to the Competition Act.<\/p>\n

Kapural, PhD, graduated from the Faculty of Law of the University of Zagreb and holds a master\u2019s degree in European studies and European law from the University of Sussex in the United Kingdom. In 2012, she obtained her PhD from the Faculty of Law of the University of Zagreb, specialising in commercial law and competition law.<\/p>\n

She is the author of numerous professional and academic publications on competition law and regularly speaks at national and international professional events, training programmes and conferences.<\/p>\n

In her second term as president of the Council, she will continue to focus on strengthening the Agency\u2019s professional capacity and independence, ensuring effective enforcement of competition law and the Act on the prohibition of unfair trading practices in the food supply chain, and further developing cooperation with European and international competition authorities.<\/p>\n

The Agency will continue to respond to evolving market conditions and emerging challenges in the field of competition.<\/p>\n
