The aim of the protection of market competition is primarily to create benefits for consumers and equal conditions for all entrepreneurs on the market, who, acting in accordance with the existing rules and competing on the market with the quality, price and innovation of their products and services, contribute to the overall development of the economy.
DICE Project launched to strengthen digital capabilities of national competition authorities
The implementation of the two-year EU Technical Support Instrument (TSI) project “DICE” has commenced, with the Croatian Competition Agency (CCA) participating alongside competition authorities from 14 other EU Member States. The project aims to strengthen the digital capabilities of national competition authorities through a comprehensive and practice-oriented training programme tailored to different levels of digital maturity. It responds to the growing impact of artificial intelligence, data science and digital technologies on competition law enforcement.
Through its participation in the DICE project, the CCA is systematically developing and modernising its professional, analytical and institutional capacities in order to more effectively address anti-competitive conduct in an increasingly complex digital environment. Particular emphasis is placed on building skills for the analysis of algorithm-driven business models and data-based market power. The project includes modular training programmes, massive open online courses (MOOCs), hybrid training formats, workshops and hands-on laboratories, as well as a “train-the-trainers” model.
Through this initiative, the CCA actively contributes to strengthening the consistent and effective application of competition rules across the EU Single Market. The project is aligned with key EU digital policies, including the Digital Markets Act, the Digital Services Act and the Artificial Intelligence Act. In the longer term, the implementation of the DICE project will contribute to greater legal certainty, stronger competition protection, and tangible benefits for businesses and consumers in Croatia and across the European Union.
