The aim of the protection of market competition is primarily to create benefits for consumers and equal conditions for all entrepreneurs on the market, who, acting in accordance with the existing rules and competing on the market with the quality, price and innovation of their products and services, contribute to the overall development of the economy.
Croatian Competition Agency and Audit Authority for EU Programmes Sign Cooperation Agreement
Neven Šprlje, director of the Agency for the Audit of European Union Programme Implementation Systems (ARPA), and Mirta Kapural, PhD, president of the Competition Council signed a Cooperation Agreement aimed at further strengthening collaboration between the two institutions in areas falling within their respective scopes.
The Agreement establishes a framework for cooperation between the CCA and ARPA on competition matters arising in public procurement procedures reviewed as part of audits conducted by the ARPA. Its purpose is to support effective and fair competition in the Republic of Croatia.
The cooperation will include the exchange of expert opinions, experience, data and information of mutual interest, as well as the provision of professional and technical assistance in matters falling within the responsibilities of the two institutions. Within the scope of its powers, the ARPA will also be able to submit requests to the CCA to initiate proceedings in cases involving potential restrictions of competition in public procurement procedures, in accordance with the Croatian Competition Act.
In addition to exchanging information and working directly together on individual cases, the Agreement provides for continuous professional development of experts in competition law and related fields. It also provides for the joint organisation of training programmes, professional events, workshops and conferences, as well as cooperation on projects financed through European Union funds and other international activities of mutual interest.
