CCA wins Twining project in Montenegrin Competition Protection Agency

The Twinning project aims at upgrading the administrative capacities of the Montenegrin competition authority through the training of its staff in case handling, particularly involving complex economic analysis, evidence collection procedures, especially during surprise inspections (dawn raids) of the premises.

Owning to its experience as the youngest Member state that manged to get invaluable experience in the area concerned, the project proposal worked out the by the Croatian Competition Agency in cooperation with the Central Finance and Contracting Agency and the Ministry of Foreign and European Affairs was selected as the best for the partner county concerned.

The project involving pre-accession assistance to the Montenegrin Competition Protection Agency is worth EUR 250,000 and will start in September 2018 and as planned should be completed by mid-2019. Taking into consideration the assistance the CCA received as a beneficiary itself in its own pre-accession period, this is the first time the CCA has assumed the role of a sole assistance provider in a twinning project.

The Stabilization and Association Agreement between Montenegro and the EU (SAA) entered into force on 1 May 2010 whereas the negotiation process started on 21 June 2012. Under Article 73 of the SAA the Montenegrin competition authority committed itself to ensure the implementation of the standards in the application of competition rules arising from Articles 101, 102 and 106 of the Treaty on the functioning of the European Union, which involves the creation of a transparent legislative framework, the establishment of an operationally independent authority and effective implementation.
