Cartel

A cartel is an agreement and/or concerted practice between two or more competing undertakings. It is considered the most serious infringement of competition rules.
Anonymous reporting tool
The prohibition of anti-competitive practices and collusive behaviour, and the sanctions that may be imposed on cartel participants, are well known. Thus, such activities are typically conducted in conspiracy, with minimal documentation.
If you have any information about an infringement of competition law and/or collusive practices, you can help us disclose and sanction such a conduct by sending us a fully anonymous report.
What you can report
You may provide any information you have regarding an anti-competitive conduct, including but not limited to directly or indirectly fixing purchase or selling prices, sharing markets or sources of supply, including customer or territorial allocation, limiting or controlling production, markets, technical development or investment, collusive tendering (bid-rigging) in public procurement, exclusionary agreements, resale price maintenance (restricting the buyer’s ability to determine its sale price), restrictions on the territory or customer groups to which the buyer may actively or passively sell the contract goods or services, restrictions on cross-supplies between distributors within a selective distribution system, any other agreement or concerted practice which has as its object or effect the prevention, restriction or distortion of competition within the internal market.
How we protect your anonymity
Reports can be submitted via a secure, specialised reporting system designed for the receipt and handling of information on prohibited agreements. Comparable systems are used by the European Commission and other EU competition authorities to ensure the anonymity of whistleblowers and informants and the completeness, integrity, and confidentiality of the information provided.
After you submit your information through the secure system, we will be automatically notified.
The system allows for a two-way anonymous communication, enabling us to request further details or clarifications where necessary.
Upon submission, the system will generate a unique 16-character code. You can use this code at any time to log back in to check the status of your report, provide additional information, upload supporting documentation or read our messages to you.

If you have any specific information about a prohibited agreement—whether a cartel or a prohibited vertical agreement (between non-competing undertakings)—you may also contact the CCA by submitting a formal complaint to initiate proceedings or by lodging a reasoned statement concerning the prohibited agreement.
